Job Title:                                Learning & Development Specialist

Purpose of Role:


Reporting to the L&D Manager, the role will involve ensuring the efficient and effective delivery of employee development solutions, through the implementation of the L & D strategy. The primary focus of the role is the identification, design, implementation and evaluation of all Learning & Development needs across all departments.


Key Deliverables:


  • To support the L&D Manager in the provision of a proactive front-line L&D service to employees and stakeholders, resulting in the successful accomplishment of the strategy year-on-year
  • To design, implement and evaluate innovative training solutions  to meet changing business needs
  • To oversee the organisations Learning Needs Analysis process
  • To advise and provide guidance on L&D policies and procedures escalating (where appropriate) to the responsible areas/individuals 
  • To assist with specific projects in the implementation of cross functional objectives and priorities
  • In conjunction with the L&D Manager, liaise with the client, and internal subject matter experts, to identify appropriate development solutions
  • Maintaining and developing the professional reputation of L&D within eircom Consumer Sales.
  • To establish partnerships with all key stakeholders in order to foresee business challenges and development needs

Key Responsibilities:


  • To support the initial and ongoing development of the L&D strategy and drive implementation across all business areas
  • To manage the identification of learning requirements and the planning processes of the L&D strategy streams
  • To consult with employees, and all levels of management to identify issues and problems and assist in finding appropriate solutions
  • To produce learning & development proposals and reports to enable strategic decisions to be made by senior management
  • To assist managers in ensuring that all L&D activity is aligned to business priorities, goals and objectives
  • To provide the internal delivery capability for the L&D programmes, including course management, evaluation and production of management information
  • To plan and prepare new learning material, encompassing distance learning, eLearning, instructor led and blended, incorporating appropriate evaluation
  • Responsible for ensuring that course materials are kept up to date and continuously improved
  • To assist in the negotiation of client requirements (where required) for course design, delivery and evaluation
  • In conjunction with the CSM, build, maintain and manage client relationships
  • To represent L&D on projects and services being implemented across all channels
  • To uphold the organisations values and be the champion of the L&D approach 
  • To be a multi-skilled flexible member of the team and an ambassador of the L&D agenda
  • To support fellow members of the L&D and Management Team and provide a high standard of service to stakeholders and staff




  • Excellent delivery and facilitation skills 
  • Excellent communication and interpersonal skills are essential, including tact and diplomacy.
  • Experience of working in a fast paced and changing environment
  • Ability to work well under pressure
  • Able to manage multiple projects and priorities simultaneously
  • Experience of managing and leading L&D programmes

  • Self starter - requires minimum supervision
  • Comfortable to deal at all levels within the organisation, up to and including board level
  • The ability to challenge and influence at all levels within the organisation


  • Experienced in the design and implementation of blended and eLearning solutions
  • Experienced in dealing with and managing client relationships. 
  • Experienced in leadership development initiatives and understanding of talent management methodology
  • Experienced in the collating and reporting of learning analytics and return on investment indicators
  • Substantial learning design and delivery experience (minimum 2 years) within a busy L&D environment
